 Position Description
This position Chief Procurement Officer – Purchasing Agent is located in the Department of Finance, the purchasing agent is responsible for planning and directing all purchasing activities to ensure the effective management and procurement of materials, supplies, construction, and other services for the Metropolitan Government while maximizing inclusionary impact to the extent allowed by law. Performs other related duties as required.

Metro Finance has several divisions, including Procurement, Treasury, the Office of Management and Budget, the Division of Accounts, Payroll, the Office of Impact, and the Office of Financial Accountability. Department employees provide financial management, information, and business services to policymakers, departments, investors, and the Nashville community. These services help build confidence in our government and enable stakeholders to make informed decisions.
Typical Duties
Plans, organizes, and administers the centralized purchasing program for the Metropolitan Government.
Develops rules, regulations and policies for the administration of the Purchasing Division.
Ensures prudent expenditure of funds with equal treatment of all potential suppliers.
Strives to reduce the cost of materials, supplies and services.
Promotes the openness and fairness of the purchasing process and supports the Equal Business Opportunity (EBO)Program.
Ensures compliance with all regulations, policies, and procedures through proactive measures.
Establishes and enforces standard specifications for all supplies, materials and equipment required by the Metropolitan Government.
Promotes the execution of sound contract management guidance for procuring departments.
Attends and participates in meetings with management of departments and with vendors, contractors and bidders.
Supports activities of the Procurement Standards Board and the Procurement Appeals Board.
Coordinates with the Director of the Business Assistance Office (BAO) and the Metro Department of Law to provide input and support as necessary regarding the various activities of the BAO.
Directs the tracking and reporting of various key performance indicators for the Division.
Directs and oversees administrative activities for the Division.
Completes special projects as assigned.

Minimum Qualifications
Bachelor’s degree from an accredited college or university and, as stipulated by the Metro Charter, a minimum of five (5) years of experience in private-sector or governmental purchasing and property management, control, and accountability

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities
Demonstrated advanced knowledge level of the methods, regulations, practices, and procedures of government purchasing and best value procurement
Demonstrated advanced knowledge level of sources of supply, commodity markets, marketing practices, and commodity pricing methods and differentials
Demonstrated understanding of local government budgeting practices
Certified Purchasing Professional (CPP) or Certified Professional Purchasing Manager (CPPM)
